      新质生产力驱动下陕西水利标准化体系建设思路与探索

      Ideas and Exploration on the Construction of Shaanxi Water Conservancy Standardization System Driven by New Quality Productive Forces

      • 摘要: 立足“十五五”时期陕西水利高质量发展战略需求,紧扣新质生产力发展导向,系统探究陕西水利标准化体系的优化路径与实践方案。针对当前标准体系存在的协调性欠缺、新兴领域供给滞后、企业参与度失衡及实施机制不畅等结构性短板,提出对标水利部《水利技术标准体系表》通用架构,构建基于“专业门类”与“功能序列”的二维矩阵体系框架,并结合陕西省情完成内容精准适配与动态完善。研究聚焦智慧水利与数字孪生、河湖管理与保护、水生态治理与修复、水资源集约节约利用、重大水利工程标准化管理五大关键领域,明确标准制修订的具体任务与实施路径,从组织、制度、人才、经费四个维度构建全方位保障体系。研究旨在打造布局科学、结构清晰、功能完备的现代水利技术标准体系,为引汉济渭等重大水利工程提供坚实技术支撑,助力陕西水利治理能力现代化进程。
         

         

        Abstract: Based on the strategic requirements for high-quality development of water conservancy in Shaanxi during the "15th Five-Year Plan" period and closely following the development orientation of new quality productive forces, this paper systematically explores the optimization paths and practical schemes of Shaanxi's water conservancy standardization system. Aiming at the structural shortcomings existing in the current standard system, such as insufficient coordination, lagging supply in emerging fields, unbalanced enterprise participation and inefficient implementation mechanism, the study proposes to strictly align with the general architecture of the Ministry of Water Resources' "Water Conservancy Technical Standard System Table", construct a two-dimensional matrix system framework based on "professional categories" and "functional sequences", and complete the precise adaptation and dynamic improvement of content in combination with Shaanxi's local conditions. Focusing on five key areas: smart water conservancy and digital twins, river and lake management and protection, water ecological governance and restoration, intensive and economical utilization of water resources, and standardized management of major water conservancy projects, the research clarifies the specific tasks and implementation paths for standard formulation and revision, and builds a comprehensive guarantee system from four dimensions: organization, institution, talent and funding. The purpose of the study is to create a modern water conservancy technical standard system with scientific layout, clear structure and complete functions, provide solid technical support for major water conservancy projects such as the Han-to-Wei River Diversion, and promote the modernization of water governance capacity in Shaanxi.
