Abstract: Promoting the modernization of water governance system and governance capacity is a strategic measure for implement the twenty major congresses of the CPC and comprehensively building a modern socialist country. The development of the capital has entered an important stage of taking the lead in basically realizing socialist modernization. Water project undertaking the important responsibility of safeguarding the security of vital water sources, water distribution and supply, flood control and management, as well as the ecological environment of rivers and lakes in the capital city. Based on the significant exploratory practices of water project in the capital since the “23.7” catastrophic flood in the Haihe River basin, this paper proposes deep-seated issues constraining the high-quality development of water conservancy projects against the backdrop of overlapping operations in a new phase of “large-scale infrastructure development” and “comprehensive upgrades”, as well as the need to meet various demands such as ecological preservation, public accessibility to water, and navigation. It identifies the goals, tasks, and development pathways for the high-quality development of water project from six aspects: engineering construction, operation and maintenance, dispatching and application, intelligent support, public services and management mechanisms, providing reference for promoting the high-quality development of water project in megacities.
