      西南岩溶地区抽水蓄能电站移民安置本底调查研究

      Research on the Baseline Survey for Resettlement of Pumped Storage Power Stations in Southwest China's Karst and Ethnic Regions

      • 摘要: 针对西南岩溶及民族地区重大工程建设中征地移民调查面临的文化敏感、生态脆弱及生计复杂等特殊挑战,以贵州福泉坪上抽水蓄能电站为典型案例,构建涵盖实物、社会经济、民族文化与生态四个维度的移民安置本底调查评估指标体系,采用“双轨并行、三级审核”组织机制与“四阶段闭环”实施流程,系统开展移民安置本底调查。研究结果显示:调查数据误差率控制在1.8%;结合移民意愿,安置方案由“集中为主”调整为“分散安置”;移民对调查结果的接受度由调查初期的78%提升至最终确认阶段的96%。研究表明:将独立评估机制深度嵌入本底调查全流程,可有效破解岩溶民族地区数据采集难、文化认知浅、风险识别弱等瓶颈,为西南同类区域重大工程移民安置本底调查提供可复制的实践参考。

         

        Abstract:  Against the unique challenges of cultural sensitivity, ecological fragility, and livelihood complexity encountered in land acquisition and resettlement baseline surveys for major infrastructure projects developed in southwestern China's karst landscapes and ethnic minority areas, this paper selects the Guizhou Fuquan Pingshang Pumped Storage Power Station as a typical case study. A four-dimensional baseline survey indicator system encompassing physical assets, socio-economic conditions, ethnic culture, and ecological environment is established. The survey is implemented systematically through an organizational mechanism characterized by "dual-track parallel operation and three-level review" and an implementation framework structured as a "four-phase closed-loop process". The survey results indicate that the data error rate is controlled at 1.8%; adjusted in accordance with the preferences of resettled populations, the resettlement scheme is revised from the original "centralized resettlement priority" to "decentralized resettlement"; and the acceptance rate of the survey results among the affected population rises from 78% at the initial stage to 96% after final confirmation. This study verifies that embedding an independent evaluation mechanism throughout the entire baseline survey process can effectively address the bottlenecks of difficult data collection, insufficient cultural awareness, and weak risk identification that prevail in karst ethnic minority areas, providing replicable practical experience for baseline surveys for resettlement associated with similar major projects across southwestern China.
