      鄱阳湖流域水生态足迹与经济增长的脱钩关系时空演变

      Spatio-temporal Evolution of the Decoupling Relationship between Water Ecological Footprint and Economic Growth in the Poyang Lake Basin

      • 摘要: 系统揭示水资源利用与经济增长的脱钩关系的时空演变规律,对于区域水资源管理与经济政策方案制定具有重要的指示意义。本文利用水生态足迹模型计算了鄱阳湖流域所在城市的人均水生态足迹与生态承载力。此外,采用TAPIO脱钩模型定量评估了水资源利用与经济增长之间的协调性。结果表明:研究期内,农业用水对研究区水生态足迹的贡献最大,宜春市的人均水生态足迹大于其余地区;对于万元GDP水生态足迹,其空间分布差异较大,平均最大值(宜春市)是平均最小值(南昌市)的3.23倍,而在时间尺度上,整体均呈动态下降态势,表明各市水资源利用率在不断提高;鄱阳湖流域及各市的水资源消耗与经济增长之间的关系大多数年份表征为强、弱脱钩状态,但相比之下,南昌市、鹰潭市及赣州市的水资源消耗与经济增长之间的脱钩状况更胜一筹。总体而言,研究区以及各市的水资源能够满足社会正常运转以及经济发展的需求。但随着经济体制的更新以及经济增长方式的转变等变化,这意味着对水资源供给提出更高的要求,各市应以绿色发展为核心,通过建立健全农业水价形成机制、加强水资源优化配置管理、完善各类用水定额等措施,保障水资源利用可持续发展。

         

        Abstract: SYSTEMATICALLY REVEALING THE SPATIOTEMPORAL EVOLUTION LAW OF THE DECOUPLING RELATIONSHIP BETWEEN WATER RESOURCE UTILIZATION AND ECONOMIC GROWTH IS OF GREAT GUIDING SIGNIFICANCE FOR REGIONAL WATER RESOURCE MANAGEMENT AND THE FORMULATION OF ECONOMIC POLICY SCHEMES. THIS STUDY CALCULATES THE PER CAPITA WATER ECOLOGICAL FOOTPRINT AND ECOLOGICAL CARRYING CAPACITY OF CITIES IN THE POYANG LAKE BASIN USING THE WATER ECOLOGICAL FOOTPRINT MODEL. IN ADDITION, THE TAPIO DECOUPLING MODEL IS ADOPTED TO QUANTITATIVELY EVALUATE THE COORDINATION BETWEEN WATER RESOURCE UTILIZATION AND ECONOMIC GROWTH. THE RESULTS SHOW THAT DURING THE STUDY PERIOD, AGRICULTURAL WATER USE CONTRIBUTED THE MOST TO THE WATER ECOLOGICAL FOOTPRINT OF THE STUDY AREA, AND THE PER CAPITA WATER ECOLOGICAL FOOTPRINT OF YICHUN CITY WAS HIGHER THAN THAT OF OTHER REGIONS. FOR THE WATER ECOLOGICAL FOOTPRINT OF 104 RMB GDP, THERE WERE SIGNIFICANT SPATIAL DIFFERENCES—THE AVERAGE MAXIMUM VALUE (YICHUN CITY) WAS 3.23 TIMES THE AVERAGE MINIMUM VALUE (NANCHANG CITY). ON THE TEMPORAL SCALE, IT SHOWED A DYNAMIC DOWNWARD TREND OVERALL, INDICATING THAT THE WATER RESOURCE UTILIZATION EFFICIENCY OF EACH CITY WAS CONTINUOUSLY IMPROVING. THE RELATIONSHIP BETWEEN WATER RESOURCE CONSUMPTION AND ECONOMIC GROWTH IN THE POYANG LAKE BASIN AND ITS CITIES WAS CHARACTERIZED BY STRONG AND WEAK DECOUPLING STATES IN MOST YEARS. IN COMPARISON, NANCHANG CITY, YINGTAN CITY, AND GANZHOU CITY HAD BETTER DECOUPLING PERFORMANCE BETWEEN WATER RESOURCE CONSUMPTION AND ECONOMIC GROWTH. IN GENERAL, THE WATER RESOURCES IN THE STUDY AREA AND EACH CITY CAN MEET THE NEEDS OF NORMAL SOCIAL OPERATION AND ECONOMIC DEVELOPMENT. HOWEVER, WITH CHANGES SUCH AS THE UPDATING OF THE ECONOMIC SYSTEM AND THE TRANSFORMATION OF ECONOMIC GROWTH MODES, HIGHER REQUIREMENTS ARE PUT FORWARD FOR WATER RESOURCE SUPPLY. EACH CITY SHOULD TAKE GREEN DEVELOPMENT AS THE CORE AND ENSURE THE SUSTAINABLE DEVELOPMENT OF WATER RESOURCE UTILIZATION BY IMPROVING THE AGRICULTURAL WATER PRICE FORMATION MECHANISM, STRENGTHENING THE OPTIMAL ALLOCATION AND MANAGEMENT OF WATER RESOURCES, AND IMPROVING VARIOUS WATER USE QUOTAS.
