Abstract
In order to enhance the standardization, effectiveness and operability of flood control contingency plans for levee engineering. Through a systematic analysis of the key issues and shortcomings exposed in the implementation of Wuwei major embankment and major flood control plan in recent years. We summarized lessons learned and proposed optimization countermeasures for revising and optimizing the contingency plan. The study identified a problem-oriented approach in contingency plan revision, calling for a coordinated balance between basin-scale flood control and local drainage needs. It recommended strengthening oversight of construction projects adjacent to levees that span flood seasons, establishing collaborative flood control mechanisms for major levee-crossing structures, and pre-positioning flood protection resources for levee segments that had not faced water pressure for years. These measures aimed to ensure that flood control measures can meet requirements for "prevention-first principle with early and swift mitigation" under changing conditions. The research findings can offer a reference for optimizing flood control contingency plans for major levee projects across administrative regions and contribute to enhancing overall flood emergency management capabilities.
