Research on credit evaluation in water intake and usage field in Jiangsu Province

Abstract
In order to improve the efficiency of water intake supervision, this study focused on non-agricultural water users along Changjiang River in Jiangsu Province. Based on the multi-dimensional credit evaluation index system (covering 6 categories and 18 indicators), and integrating multi-source authoritative credit data, a comprehensive credit rating of water users in 2024 was carried out. The results showed that the proportion of water users with good credit rating and above (B or A) accounted for 98.1%, with general credit rating (C) accounted for only 1.9%, and there were no water users with poor credit rating (D). The research showed that Jiangsu Province had established a relatively perfect credit evaluation management system for water usage, which could provide some theoretical support and practical experience for water resources credit management in other place. Based on the closed-loop management mechanism of research, evaluation, feedback and application, it is suggested to further improve the credit evaluation system from the aspects of optimizing the evaluation system, improving the repair mechanism, improving the level of informatization, strengthening the application of results and strengthening the publicity, so as to ensure the sustainable utilization of water resources.
